Sandy Springs Development Authority

The Development Authority provides catalytic funding for desirable economic development projects in Sandy Springs by providing access to capital and other financial incentives.

The Authority's goal is to promote Sandy Springs as a premier location for new and expanding businesses. It works with City staff, government leaders, and regional economic development organizations to attract investment, encourage job growth, and support projects that benefit the community.

The Authority operates under the direction of a seven-member board and meets on an as-needed basis. Members serve four-year terms and are appointed by the Mayor and confirmed by City Council.

Mission Statement

The primary mission of the Sandy Springs Development Authority is to support City-sponsored projects, redevelopment initiatives, economic development goals, educational institutions, and other nonprofit organizations within the City. The Authority accomplishes this by providing taxable and tax-exempt bond financing opportunities and other incentives pursuant to the Georgia Development Authorities Law.

City Springs

Opened in 2018, City Springs has served as a catalyst for growth in the area, contributing to the development of new restaurants, businesses, and housing opportunities.

Sandy Springs Gateway (Chastain Market)

This 21-acre mixed-use development includes retail space, offices, residential units, and outdoor gathering areas.

How It Works

The Authority provides taxable and tax-exempt bond financing opportunities pursuant to the Georgia Development Authorities Law to encourage diverse, high-quality economic development. Bond financing can help companies and institutions purchase land, construct new facilities, expand existing facilities, upgrade equipment, and make other investments that create jobs and enhance economic value within Sandy Springs.

Applicants seeking bond financing must first submit an application for staff review. Staff evaluates proposed projects, including the number and quality of jobs created, and works with the Fulton County Board of Assessors as appropriate.

Projects may include new construction, equipment upgrades, renovations, and facility expansions. Development Authority clients have included nonprofit organizations, corporations, and institutions involved in projects such as mixed-use developments, hotels, performing arts centers, educational facilities, athletic facilities, corporate headquarters, and technology improvements.

The Development Authority is authorized to:

  • Finance projects that serve the public good through loans, grants, leases, borrowing, or other mechanisms.
  • Execute contracts and agreements.
  • Purchase, lease, and sell property.
  • Issue revenue bonds and notes.

Funding and Additional Information

The Development Authority receives no City or county taxpayer funding. It is funded solely through service fees and loan-related fees, primarily associated with loan and bond programs administered by the Authority.
